Tier 4 budgets create better living conditions in rural districts!
InEU scientists are assessing the impact of level 4 budgets on the quality of life of the population of rural districts of Pavlodar region.
Until 2019, rural districts in Kazakhstan received funding from the district budget, while all the districts did not have enough budget to meet the needs of the population. At the moment, this problem has been resolved, rural districts have their own budgets, which should be used to meet the needs of residents in issues of improvement, improving living conditions, increasing the availability of services, developing sports grounds, etc.
Scientists of the Innovative University of Eurasia - Doctor of Sociological Sciences, Professor of Economics Shelomentseva Valentina Pavlovna, Candidate of Economic Sciences, Associate Professor Bespaly Sergey Vladimirovich, Candidate of Economic Sciences, Associate Professor Altaybayeva Zhanat Kalelovna, Head of the Financial and Analytical Department Nurova Nazymgul Sharipovna and programmer Nauman Olga Alexandrovna in 2020 year decided to assess the impact of budgets of the 4th level on the quality of life of the population of rural districts of Pavlodar region. This was supported by the Eurasia Foundation office within the framework of the Civil Society Support Program in Central Asia, funded by the United States Agency for International Development (USAID). A research methodology was developed, interviewers were identified, questionnaires were developed, and at the end of February 2021, the surveys were successfully completed.
Scientists asked a question to Natalya Ragozina, a second-year student of the Innovative Eurasian University studying under the educational program "Finance", who is a native of the Shcherbakty region, and is currently studying online.
- Natalya, tell me, do residents of rural districts need budgets of the 4th level? What is their influence on you, on the life of the young generation in the village? Can they facilitate the return after training to their native rural district for life and further development?
- Of course, budgets of the 4th level have a positive impact on rural districts, this helps to reduce internal migration of young people, and also gives confidence in the future! In my rural district, work is already visible on the improvement and street lighting. I am sure that after graduating from university I will continue to live in my area, given that the state contributes to this,” - Natalya said.
About 230 thousand people live in the rural areas of Pavlodar region, this is a large figure, given that the entire population is about 750 thousand people. Therefore, the development of the agro-industrial sector, and manufacturing enterprises, and many other sectors and sectors of the national economy, not only in Pavlodar region, but also in the whole of Kazakhstan, depends on the conditions and quality of life of the population of rural areas!
