Scientist’s of InEU discussed the Address of President Tokayev K.K. to the people of Kazakhstan

InEU was represented by candidate of historical sciences, professor Murat Suleimenov and a master’s student, senior lecturer of “Life safety and environmental protection” Natalia Matveeva. Their visit took place under the memorandum of cooperation between InEU and the Emergency Department of Pavlodar region.

The meeting was opened by the deputy head of the State Institution “Fire Extinguishing and Emergency Rescue Service”, Lieutenant Colonel of Civil Protection Duman Kydyrmollayev. He noted the main directions of the Address and stressed: “The address of the President of the country will become an important milestone in the development of our state and a strategically important document”.

The most impressive thing about the President’s Address is its clear structure and specifity, combined with the scope and comprehensiveness of the coverage of problem areas and the strategic directions of the country’s progressive advancement.

Professor Murat Suleimenov spoke on the main directions of the Address, stressing that the head of state’s strategy outlined his personal vision of the country’s further development. He focused on the following main important provisions of the message:

ABOUT “WHITE SALARIES”.

“I have already noted the positive effect of the initiative on the early use of retirement savings. It also pushed people to demand payment from employers, as they say, “in white”. To support this trend, allow the transfer of a portion of retirement savings above the adequacy threshold to an account in “Otbasy Bank” for the subsequent purchase of housing. This will also encourage the habit of accumulating funds and managing them competently”.

ABOUT THE CHANGE IN THE MINIMUM WAGE.

“From January 1, 2022, the President of Kazakhstan increases the minimum wage to 60 thousand tenge. Previously, it was 42 500 tenge. This measure will directly affect more than 1 million people, and indirectly – all workers.

It will reduce the shadow salary fund, the size of which today reaches 30%, and maybe even 40% of the declared one. The increase in the minimum wage will have a positive economic effect in the form of an increase in domestic consumption. This, according to experts, will lead to an increase in Gross Domestic Product by 1,5%. At the same time, it is necessary to move away from the inappropriate use of the minimum wage as a calculated indicator in tax, social and other spheres”.

HOW THE CULTURE OF KAZAKHSTAN WILL BE PROMOTED.

“Now, for some reason, the state most often finances projects only of certain figures who are happy to absorb budgets. Young and talented sculptors, artists, theater-goers, musicians, writers survive at the expense of patrons and remain in the underground (in the shadow – auth.).”.

IMPROVE OF THE DISTANCE LEARNING

“In the context of global changes, it is likely that the acquired knowledge will become outdated before the graduate enters the labor market. Therefore, the relevant ministry faces an urgent task of adapting educational programs to new realities.

The results of distance learning during the pandemic indicate the lack of efficiency of national telecommunications networks. This has led to the appearance of a large number of students who do not possess basic elementary knowledge.

Another problem has arisen: children drop out of school because they don’t see the need for it.

Retraining of teachers should be carried out 1 time in 3 years, and not in 5 years, as now, but in no case at the expense or teachers.”

INTERETHNIC HARMONY

“The harmonious development of interethnic relations has always been and will always be one of the main directions of state policy. And this is not just rhetoric, this approach is supported by the absolute majority of Kazakhstani people.”

“According to the Constitution, we are a united nation, and this is our unconditional strength. While supporting the pluralism of opinions, we will at the same time strictly suppress any forms of radicalism, we will not allow attempts to encroach on our state sovereignty and territorial integrity.”

THE LEVEL OF SUPPORT FOR AKIMS WILL BE SHOWN BY OPINION POLLS.

“Now the assessment of akims does not depend on what the population really thinks about them, Tokayev noted. This assessment must be revealed through independent opinion polls. This will give an objective assessment of the quality of the work of the authorities. The decision of the issue is entrusted to the Presidential Administration.”

And some other sections were discussed at this meeting. Summing up the meeting, the participants expressed their views on supporting the policy of the Head of State on each item and their readiness to contribute to the development and future or our Kazakhstan.
