The most effective method of fighting corruption was named today at the regional anti-corruption forum in the Pavlodar House of Friendship.
This forum, organized by the Anti-Corruption Service of the Pavlodar region for the International Anti-Corruption Day (celebrated on December 9), was attended by the heads of the region, civil servants and public figures. InEU was presented by the Vice-Rector for Science and International Cooperation Saltanat Zhanuzakova.
The experts who spoke agreed that punitive measures in the fight against bribery and embezzlement are ineffective. Let's give an example: in China, despite the public executions of embezzled officials, corruption scandals do not subside. Even the threat of death does not stop the bribe-takers.
Meanwhile, countries that have focused on the prevention (prevention) of this kind of financial crimes have made significant progress. Therefore, in the list of countries on the corruption perception index compiled by Transparency International, Denmark, New Zealand, Finland, etc. have the best indicators.
In these countries, no more than 20% of the forces and means of authorized bodies are allocated to the use of punitive methods of work, and more than 80% are allocated to prevention.
The forum participants noted that now the main focus in combating corruption is on prevention.
The main direction in this work should be a tangible strengthening of the participation of civil society.
