HR management for government agencies

InEU offered training of HR-managers of the international level for the state bodies of the region. Today, the first vice-rector of the university Anastassiya Aliyassova participated in an online meeting with the Department of Civil Service of Pavlodar region. They discussed the development of the system of government agencies and the selection of personnel.


There is a shortage of HR professionals in Kazakhstan. Government agencies are no exception. 46% of personnel in HR departments have a legal education, 19% - economics, 13% - pedagogical. 12% distributed among humanities, technicians and others.

“The need has long been ripe for the transition of the work of the personnel services of state bodies from working with papers to working with people, taking into account the approaches of strategic management,” Anastassiya Aliyassova believes. - Therefore, the creation of a permanent platform for HR managers of government agencies will become the starting point for the transition to strategic HR management.

To improve the qualifications of employees of personnel services of state bodies, Anastassiya Aliyassova proposed a master's program InEU "Master of Human Resource Management", specially developed in 2020 in conjunction with the University of Brussels.

- This is a new educational program for HR managers of civil services aimed at developing skills for effective human resource management, developing the skills of making managerial decisions taking into account risks, planning the organization's need for human resources, - says Aliyasova.

As part of the master's program, there are internship programs (travel or online) at universities in Germany, Greece, Bulgaria, Kyrgyzstan, Uzbekistan and Kazakhstan. All cases have passed the expertise of the European Union, and the teachers have internships in European universities.

Ultimately, qualified recruitment and personnel management will increase the efficiency of government agencies and have a positive effect on the economy and living standards of the region's residents..
