Educational Grants of the Public Foundation "Qazaqstan Halqyna" for the 2025–2026 Academic Year
On June 2, 2025, the Board of Trustees of the "Qazaqstan Halqyna" Public Foundation adopted amendments and additions to the charitable program "Educational Grants of the Public Foundation 'Qazaqstan Halqyna'".
In the 2025–2026 academic year, the Foundation provides educational grants to applicants from socially vulnerable groups. The number of grants is determined by the Foundation’s Board based on available funding.
The Grant includes:
1) Free full-time higher education leading to a bachelor's degree;
2) Monthly stipend – financial aid provided for 10 months each year (excluding summer holidays), to partially cover food, housing, and study material expenses.

The grant amount per student depends on the field of study and specifics of the higher/postgraduate institution (HEI), but must not exceed 1 million KZT. The stipend is 40,000 KZT per month.
The grant cannot be awarded to individuals who already hold a higher education degree or have received a state educational grant funded by the republican or local budget. Second degrees and online education are also not eligible.
Eligibility Criteria and Program Partners
Citizens of the Republic of Kazakhstan may apply if they belong to one of the following categories:
1) Low-income families from rural areas, small or mono-cities;
2) Orphans or children left without parental care until adulthood;
3) Persons with disabilities;
4) Families raising children with disabilities (under 18);
5) Children of those who died during the January 2022 events;
6) Children who were injured during the January 2022 events.

Maximum participation age in the Program is 29 years (inclusive).
The grant is personal, non-transferable, and awarded only once.
Grants are awarded annually to applicants strictly for full-time study (online education is not permitted) in HEIs included in the list of institutions receiving state orders for training specialists, including branches of foreign universities.
The grant is terminated in cases of voluntary withdrawal, academic failure, repeating a year, or submission of false information/documents, including information showing the recipient has already been awarded a state educational grant for a bachelor’s degree.
The updated Program does not allow transfers to another educational program or institution.
Grants are awarded for full-time bachelor's programs in HEIs included in the state list of institutions with education orders.
The list of participating HEIs and the number of allocated grants per HEI is approved by the Foundation’s Board and will be published on the Foundation’s website by August 1, 2025.
The candidate list for awarding grants is formed by the HEI/Branch and must include:
1) Application form confirming the candidate's request for a "Qazaqstan Halqyna" grant;
2) Consent letter from the candidate;
3) Documents proving the candidate belongs to an eligible category of the charity program;
4) Copy of the order establishing the HEI/Branch competition commission.
